History and Jurisdiction

Taiwan Taipei District Court was formerly known as “Taipei District Court” during Japanese ruled period. It was established on July 15, 1896 in accordance with the “Governor-General of Taiwan Court Regulations.” The jurisdiction included then Taihoku Prefecture, Karenko Prefecture, and Taito Prefecture.

Taiwan was restored in 1945 and was took over by the officials of the National Government on November 1 of the same year. Taipei District Court was changed to Taiwan Taipei District Court with the jurisdiction covering Taipei City, New Taipei City and Keelung City and the office located in today’s Judicial Yuan Building. After Taiwan Keelung District Court was established on December 1, 1950, the jurisdiction of Taiwan Taipei District Court was changed to Taipei City and New Taipei City.

In response to the rapid increase in the population of the Greater Taipei area and the increasing number of cases, Banqiao Branch was established in 1981 (becoming independent as Taiwan Banqiao District Court in April 1990) and Shilin Branch was established in 1984 (becoming independent as Taiwan Shilin District Court in July 1995). In 1985, Taiwan Taipei District Court was moved to the current address at No. 131, Boai Road, Taipei City.

On July 1, 1991, the Taipei Summary Division, Xindian Summary Division, and Ruifang Summary Division were established to handle civil and criminal summary cases and violations of the Social Order Maintenance Act. In April 1994, the Ruifang Summary Division Office was established; on June 27, 1996, the Ruifang Summary Division officially moved in. On July 1, 1998, Ruifang Township, Shuangxi Township, Pingxi Township, and Gongliao Township were transferred under the jurisdiction of Taiwan Keelung District Court, along with the Ruifang Summary Division Office. Currently, the jurisdiction of Taiwan Taipei District Court includes Zhongshan District, Daan District, Zhongzheng District, Wanhua District, Xinyi District, Songshan District, and Wenshan District, Taipei City and Xindian District, Pinglin District, Shiding District, Wulai District, and Shenkeng District, New Taipei City.

On May 23, 1999, the Xindian Office was established. The Xindian Summary Division, Notary Public Office, Non-contentious Disposition Center, Juvenile Division, and Family Division moved in one after another. On September 6, 2012, the Administrative Court is established due to promulgation of the Administrative Procedure Act. On March 28, 2008, the Baoqing Division was established. The Personnel Office, Accounting Office, Research and Evaluation Section, General Affairs Section and Inventory Office of the Baoqing Division were renovated and moved in.

On February 21, 2022, the Guiyang Division was established. The Personnel Office, Accounting Office, Research and Evaluation Section, General Affairs Section of the Baoqing Division were renovated and moved in.

The Xindian Office, Baoqing Division, Guiyang Division the Supreme Administrative Court Office, where the Taipei Summary Division is located, and the Head Office are the five main offices of Taiwan Taipei District Court.

In an effort to establish a solid trial procedure for the first-instance administrative litigation, cases governed by the Administrative Litigation of Tribunal at Taipei District Court will all be transferred to the District Administrative Litigation Tribunal newly incorporated into Taipei High Administrative Court, starting from August 15, 2023.

Considering the increase in personnel and equipment of Taiwan Taipei District Court and the future implementation of citizen participation in criminal trial and the pyramid-type litigation structure, the Judicial Yuan held a meeting on September 14, 2018 to launch the Huashan Judicial Park project based on the Huashan Urban Planning Xing 6 Land. The High Court and Taiwan Taipei District Court are expected to move to the Huashan Judicial Park. After the completion of the project, the office environment and functions of Taiwan Taipei District Court will be significantly improved.
